PROGRAM

The City of Santa Monica (“City”) was awarded a Hazard Mitigation Grant Program (“HMGP”) grant from the Federal Emergency Management Agency (FEMA) and the California Governor’s Office of Emergency Services (“Cal OES”). The grant will facilitate funding for costs related to the seismic retrofit of qualifying buildings identified as wood-framed soft-story structures subject to the City’s Seismic Retrofit Ordinance.


General Eligibility Requirements:


All Priority II and III buildings, as defined in the Ordinance, are potentially eligible for grant funding. Only those projects that receive approval from FEMA prior to building permit issuance will be eligible to receive reimbursement for retrofit costs through the Program. Please review the Ordinance and design guidelines for further details. 


The following sections define the City of Santa Monica Seismic Retrofit Grant Program Rules (“Rules”) that are in compliance with the FEMA/CalOES HMGP Grant. The Rules must be reviewed and adhered to by the Applicant to be eligible for funding under the Program.


FEMA will not reimburse design phase 1 cost prior to August 30, 2021. If you have pulled a permit and completed your retrofit, you will not be eligible for the retrofit grant program reimbursement. The program timeline is August 30, 2021 through a rolling basis until further notification.


Program Rules


Why apply?


This grant has been awarded to assist with funding the cost of seismically retrofitting eligible properties. Any owners interested in having a significant portion of seismic retrofit costs reimbursed through this FEMA grant should apply. There are two (2) types of grants available:


  • DESIGN GRANTS up to $5,000 per application; and
  • CONSTRUCTION GRANTS for up to $17,000 per application.


Grant Phase


The amount of available grant funding depends on the type and cost of the project. Grants are available in two separate phases;

  2. Construction
